Job Summary

The Director of Employment and Training is responsible for developing partnerships to create training and work experience projects that lead to employment for First Nations, Métis, and Inuit. These partnerships will help clients and members gain the necessary skills and work experience to obtain and maintain long-term employment. The objectives of ATC’s Employment and Training Department are to:

  • Support First Nations, Métis, and Inuit clients and members in obtaining and maintaining long- term, sustainable employment.

  • Create workplace training opportunities in occupations that are in demand in the labour market.

  • Support the development of partnerships between First Nations, industry, educational institutions, and government.

DUTIES & RESPONSIBILITIES:

  • Implement the Indigenous Skills and Employment Training (ISET) Agreement: Administer, monitor, coordinate, and evaluate the delivery of the ISET program in line with its terms and community needs.

  • Establish, monitor, and support First Nation sub-agreements for employment and training programs.

  • Provide advice, training, and support to ISET First Nation Coordinators, including regular meetings to identify gaps, pursue partnerships, and evaluate program effectiveness.

  • Oversee an urban employment office and staff delivering employment counseling, career planning, résumé building, job application assistance, and financial aid for workforce placement, equipment, tools, and job training.

  • Maintain a client database to serve as a community resource for recruiting potential employees.

  • Identify research projects to analyze trends, gaps, and needs.

  • Complete quarterly and annual reporting for Service Canada and other funders.

  • Attend provincial and national ISET meetings.

  • Strategic Planning: Develop and implement short and long-term plans to address gaps and barriers in employment and training.

  • Partnership Development: Establish, manage employment and training programs targeting high-demand job opportunities.

  • Stakeholder Relations: Build and maintain relationships with First Nation communities, industry, educational institutions, and key stakeholders.

  • Reporting and Briefing: Provide briefings and reports to ATC on internal and external issues affecting communities, program updates, and labour analysis.

  • Funding and Grants: Write proposals and grants to secure funding from eligible organizations, federal, and provincial government bodies.

  • Contract Management: Negotiate contracts and manage vendor relationships.

  • Budget Management: Administer the departmental budget and monitor financial expenditures.

  • Other Duties: Perform other duties as required.

QUALIFICATIONS AND SKILLS

  • Post-secondary degree in business administration, management, organizational development, or a related human services field.

  • Minimum of 5 years of progressive management experience.

  • Experience with Indigenous-led organizations is an asset.

  • Awareness of First Nations employment and training challenges and successful strategies.

  • Experience in coaching, developing employees and clients.

  • Strategic development and project leadership skills.

  • Ability to build and maintain relationships with key external stakeholders.

  • Delegation, expectation setting, and progress monitoring abilities.

  • Proficiency in Microsoft Office and virtual programs.

  • Ability to speak Cree or Dene is an asset.

REQUIREMENTS

  • Criminal Record Check with Vulnerable Sector Check.

  • Child Intervention record check.

  • Clear Driver’s Abstract.

  • Must be able to work occasional evenings and weekends.

  • Must be able to travel occasionally.

  • Management: 5 years (preferred)
